Coach houses and garden suites must be 35 m² to 75 m².
Which City of Surrey permit a renovation needs
The City of Surrey issues a different permit for each kind of renovation work on a single family or detached house. An interior renovation needs an Interior Renovation Permit. Finishing a basement needs its own Basement Finishing Permit. Building out or up needs an Addition Permit.
Every one of them starts with the Building Permit Application Form, a current title search and, when the applicant is not the owner, an Owner Authorization Form. Applications go in by email or in person at City Hall, 13450 104 Avenue. The City's interior renovation page says most interior renovations involve some structural work, and that a Registered Professional may need to provide signed and sealed drawings when a structural part changes. If a window or door is enlarged or added, the plans need an elevation of that wall and a cross-section through it.
The fee is a flat fee based on the proposed cost of the work. The City collects part of it during review and the balance before it issues the permit. Once the permit is issued, the approved drawing set must stay on site for the whole job.

How long the City of Surrey takes to issue a renovation permit
On October 26, 2026, the City's permitting timelines page showed 2.4 weeks for residential addition and renovation building permits, against a City target of 6 weeks. The City calculates the current figure as an average of the permits it processed over the last 30 days. It applies to complete applications, so a missing document or drawing adds time that the figure does not show.
We check each package against the City's list before it goes in, and we ask the designer and engineer for anything that is missing first.

Adding a coach house or garden suite while you renovate
The City of Surrey allows coach houses and garden suites in the residential zones that allow detached houses, duplexes and houseplexes. A unit must be between 35 m² and 75 m². In the RA, R2, R2-O and R3 zones it can reach 120 m² when the existing house is below the maximum floor area ratio, the limit on floor area compared with lot size. A coach house must be attached to a garage, and garage space inside it counts toward that ratio.
On smaller R3, R4, R5, R5-S and R6 lots a coach house needs lane access. Without a lane, a garden suite may be possible instead. Each unit needs one parking space beyond what the house and any secondary suite already require. The City asks for an arborist report when the property has more than 5 trees, a pre-construction BC Step Code compliance checklist, and signed and sealed Schedule B forms from each Registered Professional. Our Langley coach house page shows how we plan these units in the Township and City of Langley.
Hiring a general contractor in Surrey: what you can check yourself
A general contractor who wants to build a new home in BC must hold a BC Housing builder licence. For a renovation of an existing house, these are checks any homeowner can make:
- A WorkSafeBC clearance letter. WorkSafeBC says a homeowner who hires a business that is not registered and paying premiums could be held responsible for those premiums.
- The permit. Ask to see it before work starts, and ask for the inspection results as each stage passes.
- The holdback. Under the BC Builders Lien Act, the owner keeps back 10% of the value of the work or of each payment. When the contract is worth $100,000 or more, the holdback goes into a separate holdback account, and the holdback period ends 55 days after completion. Our guide to [the builders lien holdback](/journal/builders-lien-holdback-bc-homeowners) explains how it works.
- Liability insurance. Ask for the certificate, and check its dates and the company it names.
What moves the cost of a Surrey home renovation
We have found no named, credible source for Surrey renovation prices, so we print none. Each job is priced from a site visit and a written scope of work. Where something behind a wall cannot be seen until it is opened, we set a documented contingency for it at the start. These change the price:
- How much of the house changes, and whether walls, beams or the foundation change
- Moving plumbing, and cutting a concrete slab for new drains
- Electrical upgrades and new heating or cooling
- Finishes, cabinetry and millwork
- Hazardous material testing and removal in an older house
- Permits and engineering
- Living in the house during the work, which can mean doing it in phases

Questions about home renovations in Surrey
Do I need a permit to renovate the inside of a house in Surrey?
Yes. The City of Surrey says you need a building permit for an interior renovation in a single family or detached house. You apply with the Building Permit Application Form, a current title search and one set of plans. The fee is a flat fee based on the cost of the work, with part paid during review and the rest before the permit is issued.
How long does the City of Surrey take to issue a renovation permit?
On October 26, 2026, the City of Surrey's timelines page showed 2.4 weeks for residential addition and renovation building permits, against a target of 6 weeks. The City calculates the figure from permits processed over the last 30 days, and it applies to complete applications only.
Do I need a permit to finish my basement in Surrey?
Yes. Surrey requires a Basement Finishing Permit for a single family or detached house. The plans must show any window well, with its materials, length, width and depth, and a window well deeper than 600 mm (2 ft) needs a guard or cover. Enlarging or adding a basement window also needs an elevation and a cross-section of the wall.
How big can a coach house be in Surrey?
A coach house or garden suite in Surrey must be between 35 m² and 75 m². In the RA, R2, R2-O and R3 zones it can reach 120 m² when the existing house is below the maximum floor area ratio. A coach house must be attached to a garage, and each unit needs one extra parking space.
Does a Surrey renovation need engineer's drawings?
It can. The City of Surrey says most interior renovations involve some structural work, and a Registered Professional may need to provide signed and sealed drawings when a structural part changes. We bring in the engineer at the planning stage, before the permit application, so the structural drawings match the design.
How do I check a general contractor in BC before I hire one?
Ask for a WorkSafeBC clearance letter, a copy of the building permit, a liability insurance certificate and the contract's holdback terms. Under the BC Builders Lien Act the owner keeps back 10% of the work's value, and on contracts of $100,000 or more it goes into a separate holdback account for 55 days after completion.
How much does a home renovation cost in Surrey?
We print no Surrey renovation prices because we found no named, credible source for them. We price each job from a site visit and a written scope of work. The biggest changes to the price are how much structure changes, moving plumbing, electrical and heating work, finishes, and whether you live in the house during the work.
What is the first step for a home renovation in Surrey?
Book a free consultation with Venture Pacific. We visit the house, confirm which permit the work needs, and give you a written scope of work. That visit comes before any drawings or permit application, so you know what the City will ask for and what the project involves.
