Key points from the guide
- Steps 1 and 2 of the BC Energy Step Code are Reserved for smaller buildings, so new houses start at Step 3.
- Most new BC buildings must meet at least EL-1 of the Zero Carbon Step Code since 10 March 2025.
- Burnaby requires Step 3 with EL-4 for new Part 9 homes with permits submitted on or after 1 January 2025.
- Compliance is shown with an energy model before the design is final and a blower door air test on the built home.
- Since March 2024 the BC Building Code requires cooling that keeps one living space per home at or below 26°C.
- The BC Building Code lets a Step 5 building use a Passive House energy model prepared by a certified designer.
