City of North Vancouver
The City of North Vancouver is the smaller, denser of the two North Shore municipalities, the urban core around Lonsdale, from the waterfront up to the highway. On December 8, 2025 it adopted its Ground-Oriented Zone (Zoning Amendment Bylaw No. 9137), opening its single-family streets to small-scale multi-unit housing: up to four homes on a standard lot, and up to six on larger lots near frequent transit. Its neighbourhoods each carry their own character and rules, Lonsdale, Moodyville, and Grand Boulevard, so what your lot can hold depends on exactly where it sits. The District of North Vancouver is the larger, hillier municipality that wraps around the City, Lynn Valley, Edgemont, and the residential slopes running up toward the mountains. It adopted its ground-oriented housing and small-scale multi-unit housing rules in December 2025, permitting up to four homes on more than four thousand properties, and under the provincial Bill 25 it must extend that to up to six units near frequent transit by June 30, 2026. What makes the District distinct is its terrain: a large share of its lots sit within creek, slope, or wildfire-hazard areas that change what can be built. Surrey opened more than 72,000 lots to small-scale multi-unit housing in July 2024, one of the largest rezonings of its kind in Metro Vancouver and the Fraser Valley. Coquitlam adopted its small-scale multi-unit housing bylaw on June 9, 2025, and the result is straightforward: almost every R-1 to R-4 residential lot in the city now qualifies for a fourplex by right. Lots within 400 metres of one of Coquitlam's six SkyTrain stations can hold six units. New Westminster moved faster than most Metro Vancouver cities to put infill housing on the ground. The City adopted its Infill Housing Program in June 2026, pre-zoning roughly 3,000 single-family and duplex lots under two new RGO sub-zones that allow up to four or six units per lot, no rezoning required for conforming projects. Three SkyTrain stations connect the city to the broader region, which means a lot of New Westminster's residential fabric sits within walking distance of frequent transit. Venture Pacific works with homeowners and investors here to figure out what a lot can realistically hold, and to carry the project through design, approvals, and construction.

Langley Township was the last major municipality in Metro Vancouver to adopt small-scale multi-unit housing rules, and that lateness has left a wide-open field for homeowners who move early. The Township's zoning bylaw amendments came into force November 18, 2024, and form-and-character guidelines for fourplexes and sixplexes followed in April 2026. The rules are now settled. Most single-family lots in the Township's urban area can support three or four homes where one house stood before. Port Moody sits on the north shore of Burrard Inlet with two SkyTrain stations, a compact housing stock dominated by single-family lots, and relatively little developer competition for city-specific projects. Bill 44 changed what those lots can hold. As of June 2024, most RS-zoned properties in Port Moody can now support three or four homes, and lots within 400 metres of a frequent transit stop can support six. The Fraser Valley has larger lots, lower land costs, and the same provincial rules that opened Metro Vancouver to small-scale multi-unit housing. From Abbotsford and Chilliwack in the east to Maple Ridge, Pitt Meadows, Langley, and Surrey closer to the city, Venture Pacific helps Fraser Valley landowners understand that new potential and deliver the project from feasibility to keys.
